The teachers taught language skills in every school in the country.
4. Many schools are built every year by the government.
The government builds many schools every year. (présent simple)

le complément d'agent introduit par "by" redevient sujet actif.
le sujet de la voix passive redevient le COD de la voix active.
Le verbe de la voix passive est constitué de "be" conjugué au même temps que la voix active + participe passé du verbe. il suffit de conjuguer le verbe à la même forme que le "be" de la voix passive pour repasser à la voix active.
