À mon sens (attention je ne suis pas prof, "could" évoque la possibilité, la capacité, "couldn't "l'impossibilité"...ce qu'on ne pouvait pas faire...

alors que "was/were allowed to" ou "wasn't/ weren't allowed to" = la non permission, donc l'interdiction poure et simple...
