First exemple :
They can't love each other or have a relation because the parents of Belle are currently hating on the Beast because the Beast is accidentaly scaring all the village.
Second exemple :
The Beast is a creature, and the girl an human. So their love is literally impossible because anything that is considered as a non-human is something bad and something that needs to be hunted.
Third exemple :
Basically, the Beast is ugly, and the girl is beautiful. Even if they love together, no one would accept a relation like this one. So they have a restricted love.
4th exemple :
The girl's parents think the Beast will kill their daugther. Which is false because in the story, the Beast is the most kind person but no one still accept her.
