This poster/image is from the famous newspaper the guardian. It was taken by Paul Brown. This poster is entitled Global Warning.
We can see a man walking in the water, with his bike next to him. He is wearing rubber boots. There seems to be a tornado, a lot of wind from the shape of the palm trees.
The title should refer to the problem of global warming which is an environmental issue. The latter concerns all inhabitants living on the planet.This refers to the flooding (inondations) problem that we may face if we do not act quickly (with the raising sea level).
